Earlier today, the president of Florida Open Water Society sent me a summary of his group’s concerns about pending legislation in the Sunshine State. Many of you know there’s nothing new in friction between Federal and state laws versus municipality regulations; after a legislative success in 2006 for the boaters, the municipalities are countering with a new initiative, and anchoring rights for boaters could be one of the casualties.
